Evidence and source review
What the reviewed record supports
The ligature description is an initial agency account, not a final medical ruling. Reporting placed the death during a hunger strike at the broader complex, but Sandoval’s participation was unknown. The hunger strike and his death should not be causally linked without evidence.
What this page does not treat as established
Unproven allegations, disputed witness accounts, inferred motives and incomplete forensic findings are labeled and are not presented as court findings.
Legal status
ICE and the Georgia Bureau of Investigation are investigating; no final cause, manner or institutional-liability finding had been issued.
Unless a final adjudication is stated, every accused person is presumed innocent unless and until proven guilty in court.
Open questions
What did intake and mental-health screening show? What observation level and checks were required and completed? What do video, logs, autopsy and toxicology show? What independent oversight will review the contractor and ICE response?
