Massachusetts Diocesan Child-Sexual-Abuse Investigation — Attorney General’s Report
Updated October 23, 2026
Official investigative report released September 30, 2026. No new indictments arose from the Attorney General’s investigation. This is an institutional investigation, not a single pending criminal trial.
Case overview and legal status
Massachusetts Attorney General Andrea Joy Campbell released the state’s investigation into allegations of child sexual abuse and institutional failures in the Catholic dioceses of Fall River, Springfield and Worcester. The AGO examined whether conduct could be prosecuted, but announced no new indictments arising from this investigation. Three cases were referred to district attorneys; one referral resulted in criminal charges. Those separate proceedings should not be confused with the AGO’s institutional findings.
Findings and institutional response
The AGO reported evidence that more than 270 clerics sexually abused nearly 1,000 children. Its report documents institutional failures including inadequate responses to warnings, transfers without adequate disclosure, inconsistent enforcement of restrictions, and failures to consistently report allegations to police. The report also recognizes reforms adopted after 2002 while identifying implementation gaps. These are the AGO’s investigative findings, not individual criminal verdicts.
The AGO identified Worcester as the only Massachusetts diocese without a publicly accessible list of credibly accused clergy. The AGO called for stronger survivor-centered practices, independent investigations, transparent records and effective monitoring of restrictions.
Scope and investigative methodology
The investigation began in 2019. Investigators reviewed more than 300,000 pages and interviewed more than 100 people, including survivors, advocates, attorneys, clergy and diocesan officials. The AGO cautioned that the true scope may exceed the documented cases. The report should be read directly for the evidence standards, definitions and limits of each finding.
Investigation timeline
2019 — State investigation begins
The AGO began reviewing how the three dioceses handled child-sexual-abuse allegations and whether criminal prosecution was possible.
September 30, 2026 — Report released
Attorney General Campbell released the public report, described institutional findings and proposed reforms. No new indictments arose from the AGO investigation; three referrals were made to district attorneys and one resulted in charges.
Criminal referrals, civil remedies and legal distinctions
The AGO reported three referrals to district attorneys, with charges in one referred matter. This case file does not identify or assign guilt to any individual in those separate proceedings without independently authenticated case records. The AGO also urged lawmakers to reconsider civil limitations periods, the charitable-immunity cap and avenues for time-barred survivor claims. Civil liability, administrative findings, canonical processes and criminal convictions are distinct.
Survivor privacy and reporting safeguards
This case file does not identify survivors who have not chosen to speak publicly. The AGO report is the controlling source for allegations, institutional responses and recommendations. Being named in an investigation is not equivalent to a conviction, and credible-allegation lists are not court judgments.
Questions and developments to track
- Which AGO recommendations are implemented by each diocese, and when?
- What is the status of the separately referred prosecution, using public court records?
- Will the Massachusetts Legislature act on the AGO’s proposed civil remedies?
- Will Worcester publish a transparent list and independent monitoring procedures?
